The breakdown of MOTO in work packages is presented in the figure bellow:

WP1 Project Management

This WP is responsible for the overall coordination of the contractual, financial and technical planning and control.
WP2 Use-cases, Requirements, and Architecture

This WP provides the system view for the entire project and will serve as the reference for technical development and evaluation. It begins with business, operational and technical requirement gathering based on the analysis of use cases and take the network operator point of view. It will then proceed to define the generic system architecture implementing traffic offloading principles from a cellular network onto Wi-Fi mobile terminals and infrastructure, using 3GPP (3G/4G infrastructures) and IETF IP network
WP3 Offloading Foundations and Enablers

This work package will investigate enabling concepts and techniques for the coordinated offloading algorithms designed in WP4.
WP4 Offloading Protocols

This WP focuses on the design, analysis, and evaluation of algorithms and protocols for opportunistic offloading. The activities include both the decisions within the individual infrastructures, among different infrastructures (e.g., Wi-Fi and LTE), and throughout the nodes belonging to the mobile part of the network. For the sake of completeness, the workpackage will also include security aspects to guarantee a coherent functioning of the system as a whole.
WP5 Experimental Validation

This WP is responsible for the evaluation of the offloading components and protocols implemented in WP3 and WP4 through use case-based large scale simulations, emulations and experiments. As such, WP5 implements the evaluation phase E2 of the project. Moreover, it contributes to the first assessment carried out in the first project cycle, and to the final assessment of the performance of the MOTO solutions, at the end of the second cycle. The development of prototypes is another output of this workpackage.
WP6 Dissemination, Standardisation, and Exploitation

This WP is in charge of defining the MOTO business models that will support the introduction of the user terminals as part of the offloading infrastructure in a 3G-LTE interworking scenario with offloading on Wi-Fi and opportunistic networks. This WP is also in charge of the exploitation and dissemination activities. Finally, this WP is also responsible of organising and implementing the necessary standard body contributions related to the MOTO outcomes
